The intent of this chapter is to provide guidance to persons performing EVMS surveillance.  We perform the EVMS surveillance process in order to provide our customers with the assurance that the supplier’s EVM system is compliant with industry guidelines, and with contractual and specific customer requirements.  An EVM system integrates cost, schedule, and performance management information. The supplier is responsible to develop, implement, maintain, and use an EVM system that complies with Industry Guidelines ANSI EIA 748 and meets contractual requirements.  DCMA is responsible for performing system surveillance and providing results to customers.  Customers may include the Program Management Office (PMO) and other Contract Management Offices (CMO).
