The following information supplements information in Tasking Memorandum No. 09-080, December 8, 2008. It does not change the requirements of that Tasking.
The purpose of the end-of-year (EOY) assessment letters is to notify a supplier that one of three conditions exist with respect to its earned value management system (EVMS). Those conditions are that the supplier’s EVMS is either 1) compliant, 2) non-compliant or 3) unassessed with respect to the ANSI/EIA-748 (current version) guidelines.
The EOY assessment is limited to on-going supplier system surveillance and is not to be considered a replacement for recognizing or removing a supplier’s validated system through the EVM Center Process. Additionally, the EOY letters are not intended to act as vehicles for revoking, revising, or abrogating an already accepted EVMS Advance Agreement (AA) or Letter of Acceptance (LOA). Any of those actions shall be coordinated through the EVM Center Director.
This information is applicable to EVMS System-Level Surveillance instruction.
