Subject: Contract Schedule Management - Analysis and
Reporting (INFORMATION)

management
New Information/Guidance/Tools:
- The purpose of this memo is to announce the
deployment of the CBT course,
Integrated Master Plan (IMP) / Integrated Master Schedule IMS) Analysis.
- Over the past months a team of DCMA personnel has
provided classroom instruction on contract schedule analysis and reporting.
While the course has been very well received by all, using the classroom
venue was not only expensive, but was barely making a dent in our overall
need. The training is both required of hundreds of DCMA personnel and
beneficial to literally several thousand.
- Course Description: The
Integrated Master Plan (IMP) / Integrated Master Schedule IMS) Analysis
course is oriented toward program-managed contracts and provides a basic
understanding and familiarity with contract planning (IMP) and scheduling
(IMS). However, it provides the tools and methodology to do a thorough
and accurate analysis of a contractor’s planning and scheduling for both
program and non program-managed contracts, and does so to the point where
the analyst is able to gain sufficient schedule insight that they are able
to provide their customers with information that will allow the customer
to make useful, well-informed business decisions.
- Course Goal: To improve the skill level of the DCMA
Workforce in the analysis of Integrated Master Planning/Integrated Master
Scheduling. It is recommended for performing an objective and thorough
analysis of the IMS because it:
- Provides a consistent, agency-wide approach to
schedule analysis
- Provides a catalyst for constructive discussions
between the contractor and DCMA
- Provides a baseline for tracking IMS improvement
over time
- Utilizes proven metrics that have been
successfully implemented on several different programs
- Includes two major OSD "Tripwire" metrics
- Course Objectives - upon completion the student
will be able to:
- Identify the techniques, tools, and reference
materials used by functional specialists in support of DCMA IMP/IMS
analysis and reporting responsibilities
- Determine whether plans and schedules are
realistic and to monitor progress in accordance with the plan and
schedule
- Perform schedule analysis using tools such as MS
Project and Excel
- NOTE: Participants should understand that
completion of this course is a relatively large undertaking - it cannot be
consumed in one sitting. An individual plan that includes a reasonable
daily goal and goes over one or two weeks is about right.
