Contingency CAS - Exemption
Waiver for Deployment and Involuntary In-Country/In-Theater
Extension Waiver
1. Purpose
Provide policy and procedures
for personnel requesting an exemption from deployment and
for deployed personnel to request an exemption from being
involuntarily extended in-country/in-theater or curtailment
from current deployment. The HQ DCMA Chief of Staff is
delegated the authority to approve or disapprove deployment
waivers.
2.
Applicability
2.1. This policy applies to all
DCMA military personnel (active or reserve) and DCMA
civilian Emergency-Essential (EE) personnel.
2.2. The following criteria are guidelines.
However, mission requirements take precedence.
2.2.1. OCONUS and CONUS-based Service members will
return to home station:
2.2.1.1. Six months prior to an approved final
separation date;
2.2.1.2.
90 days prior to PCS to facilitate transition.
2.2.2. All requests for separation/retirement must be
processed through the DCMA Military Personnel Center.
The request to waive deployment or the extension of a
deployment will not be considered until the Service approves
the separation request.
2.2.3. Notification of
deployment or involuntary extension for all deployed
personnel will be through the individual's established chain
of command (i.e., deployed commander to the deployed
individual or home CMO commander of the individual on the
FRAGO).
2.3. Waiver Criteria:
2.3.1. Waivers for deployment or extensions to
deployments will be considered for the following rationale:
- Medical/family
emergencies
- End of tour impacts
- Mission impact to CMO

Procedures
5.1. Requests for waivers of deployed
personnel will be submitted as follows:
5.1.1. Applicants will submit their request to
their first-line supervisor and in-country commander for
endorsement.
5.1.2. Supervisors and
commanders will endorse waiver requests, with or without
comment or recommendation, and will forward waiver
requests to the Director, DCMA International.
5.1.3. The Director, DCMA
International will forward the request to HQs DCMA
Combat Support Center (CSC) for review and processing.
5.1.4. CSC will, in turn,
present the waiver request to the HQ DCMA Chief of
Staff, with an impact statement and recommendation for
approval/disapproval.
5.2. Requests for waivers of individuals
identified by FRAGO to deploy:
5.2.1. Applicants will submit their waiver request
to their home CMO commander for endorsement.
5.2.2. Home CMO commanders will
forward the waiver request, with or without comment or
recommendation, to their appropriate Division/Center
Director for endorsement.
5.2.3. Division/Center director
will forward the request to HQs DCMA CSC for review and
processing.
5.3.4. CSC will, in turn,
present the waiver request to HQ DCMA Chief of Staff
with an impact statement and recommendation for
approval/disapproval.
5.2. Requests for waivers may be submitted and
approved electronically. Electronic submissions
will be digitally signed and encrypted.
