DCMA Contract Management Offices (CMOs) shall document support agreements with program, product or project offices (PMO) with Memorandums of Agreement (MOAs) or unilateral Letters of Commitment.  The MOA is a bi-lateral/multi-lateral document endorsed by the CMO Commander and PMO Manager, which identifies the desired outcomes of DCMA support.  A letter of commitment is used where the PMO is unwilling to enter into a MOA, but agrees DCMA support to the program is desired.  The Performance Based Management (PBM) Instruction specifies MOA requirements.
DCMA Support of ACAT III Programs (INFORMATION)

 

The CMO will devise objective measures of support efforts to determine whether it is meeting commitments made to the PMO.
