The intent of
this chapter is to establish the process to facilitate
negotiating comprehensive subcontracting plans and
managing the
Department
of Defense Comprehensive Subcontracting Plan Test
Program. The DoD Comprehensive Test Program
was established to increase subcontracting opportunities
for Small and Disadvantaged Business while reducing the
administrative burdens on the contractors. The Defense
Contract Management Agency (DCMA) is focusing on our
prime contractors small business performance, holding
them accountable, and if necessary taking appropriate
corrective action.
The value of
DCMA Small Business support lies in providing insight,
information, analysis, and actions to prevent, or
identify and resolve, existing and potential program
problems for the Military Services and senior leadership
within DoD. We perform this process in order to
provide our customers with an accurate determination of
the level of commitment put forth by comprehensive plan
participants towards achieving their negotiated
goals. Semi-annual Comprehensive Subcontracting
Test Program performance reviews are conducted by the DCMA
Small Business Center Comprehensive Subcontracting
Program Division to provide valuable information about the comprehensive
subcontracting plan participants' performance in the
small business program, to assess the success of the
program and to contribute to adjustments in program
management. Review requirements apply to all
comprehensive subcontracting plans reviewed, negotiated
and approved by the DCMA Small Business Center Director.
