Information Memorandum
No. 07-342
Subject: Item Unique Identification
(IUID), the DD Form 1662 and the Contract Property Management System (CPMS)
(INFORMATION)
Date: September 20, 2007
Target Audience: Administrative
Contracting Officers (ACO) and Property Administrators (PA)
New
Information/Guidance/Tools:
- For reporting year 2007 and subsequent reporting
years, contractors may request to use the IUID registry as a substitute reporting
mechanism in accordance with DFARS 252.245-7001(a) (2). These requests should be approved
provided the contractor initiates a request for a contract modification to
replace the clause at DFARS 252.245-7001 with the clause at DFARS 252.211-7007.
- The contractor must upload all Government
Furnished Property, accountable to the contract, with an acquisition cost
of $5,000 or more to the IUID Registry. The upload must include property
in the possession of all subcontractors and alternate locations under the
prime contract.
- After verification that the contractor has
updated the registry, property administrators should zero balance those
contracts in the CPMS application. (Level of verification should be based
on property administrators risk assessment.)
- Contractors having no Government Furnished
Property with an acquisition cost of $5,000 or more may also request the
IUID Registry as a substitute reporting methodology and once approved will
not be required to submit a DD Form1662.
If they are furnished Government property with an acquisition cost
of $5,000 or more they will have to populate the registry at that time or
file the annual DD Form 1662 at year end depending on contract
requirements.
- This substitution of reporting methodology
requires property administrator approval, registry submission and
verification. It does not; require
a reconciliation or MOA as in the past. (Info Memo 06-017)
- For contractors not requesting the IUID Registry
as a contract reporting substitute: for contracts containing the Clause at
252.245-7001, the DD Form 1662 reporting requirements remain in effect.
