Subject: Contractor Request for Relief of DD 1662 Contract Property Reporting  (INFORMATION)

New Information/Guidance/Tools:

• In order to facilitate the orderly introduction of DoD property into the Item Unique Identification Registry (IUID), the Undersecretary of Defense (AT&L) is encouraging contractors to voluntarily agree to upload and maintain their contract property records for existing DoD contracts in the IUID registry in lieu of continued DD Form1662 annual reporting. This opportunity will become available after the FY 2005 DD1662 reports are submitted. The guidebook for contractors that choose this option is attached. 
•  If contractors elect to do this and have completed the upload process, they will notify the ACO that the process has been completed and request a change to existing contracts. If contractors request a change to all of their contracts for a single CAGE, instructions for drafting a mass modification are provided. In addition, a suggested memorandum of agreement describing the change to existing contracts is provided for your use. Any modification to existing contracts will be done at no change to any contract price or funding.

• The assigned DCMA property administrator will verify that the upload is completed prior to issuance of a modification. The verification process used will depend upon the risk assessment of the contractor's property system.
