Subject:  Class Determination of Domestic Non-Availability (DNAD) for COTS parts in certain Caterpillar engines (INFORMATION)

New Information/Guidance:

• The Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT&L)) has determined that satisfactory quality and sufficient quantity of compliant specialty metals in the form of commercial off-the-shelf (COTS) parts in certain Caterpillar diesel engines cannot be procured as and when needed.  As a result, contracting officers may procure end items, and components thereof, containing Caterpillar diesel engines notwithstanding the country where the specialty metals contained in such items were melted or produced.
  • Contractor corrective actions plans (CAPs) (reference DCMA Information Memorandum 07-042, Specialty Metals, December 8, 2006) may rely on this DNAD for prior and future procurements.
  • This DNAD, and any others granted by USD(AT&L) with Department-wide applicability, was posted on our public website at http://www.dcma.mil/dnad/.
• This information is applicable to the Specialty Metals Clause Compliance interim instruction.
