Information/Guidance:
- The Under Secretary
of Defense for Acquisition, Technology and Logistics (USD(AT&L)) has
determined that satisfactory quality and sufficient quantity of compliant
specialty metals in the form of commercial off-the-shelf (COTS)
parts in certain Caterpillar diesel engines
cannot be procured as and when needed. As a
result, contracting officers may procure end items, and components thereof,
containing Caterpillar diesel
engines notwithstanding the country
where the specialty metals contained in such items were melted or produced.

applicable to the
Specialty Metals Clause Compliance interim instruction.
