Subject: Class Determination of Domestic Non-Availability (DNAD) for Populated Circuit Card Assemblies (CCAs) (INFORMATION)

New Information/Guidance:
The Under Secretary of Defense for Acquisition, Technology and Logistics (USD(AT&L)) has determined that satisfactory quality and sufficient quantity of compliant specialty metals in the form of lids and leads in populated CCAs cannot be procured as and when needed. As a result, contracting officers may procure end items, and components thereof, containing populated CCAs notwithstanding the country where the specialty metals contained in such items were melted or produced.
Contractor corrective actions plans (CAPs) (reference DCMA Information Memorandum 07-042, Specialty Metals, December 8, 2006) may rely on this DNAD for prior and future procurements of CCAs.
This DNAD, and any others granted by USD(AT&L) with Department-wide applicability, will be posted on our website at http://www.dcma.mil/dnad/.
The U.S. Navy Price Fighters’ evaluation of the DNAD requested for Fasteners and Hardware is expected to be completed and submitted to DCMA Headquarters by the end of January 2007. We anticipate that any resulting DNAD will also have Department-wide applicability.
As mentioned in DCMA Information Memorandum 07-042, Specialty Metals, December 8, 2006, DCMA has engaged the Services and Defense Agencies regarding a streamlined process for One-Time Waiver approvals and the resolution of withholds associated with conditional acceptances. Essentially, we are recommending that authority for (1) resolving the withholds associated with prior conditional acceptances and (2) determining whether a contractor should be granted the one-time waiver should be vested in the contracting officer to whom the contractor elected to submit its CAP. Using DCMA's unique organizational construct (i.e., the Divisional and Corporate Administrative Contracting Officers) should allow us to save time and money while achieving the same results in a more controlled, consistent, and equitable fashion. There are still many procedural details and policy issues to be worked out---if this concept is adopted, we will provide implementing guidance.
